PAIA & access to records

How to request records from GCC under the Promotion of Access to Information Act.

Requesting access to a record

The Promotion of Access to Information Act 2 of 2000 (PAIA) provides a process for requesting records. For a private body, a request must identify the right you want to exercise or protect and explain why the record is needed for that right. Access is subject to the Act’s requirements and grounds for refusal.

For a routine course enquiry or certificate request, use our contact page or certificate request form.

GCC’s PAIA manual

Contact GCC to request its PAIA manual and confirm the details of the Information Officer responsible for records requests. The manual should set out the organisation’s record categories and access procedures.

This webpage is a guide to making a request; it is not GCC’s formal section 51 PAIA manual. The Information Regulator’s PAIA guide explains the process and provides the prescribed forms.

How to make a request

  1. Complete the prescribed Form 2: Request for Access to Record.
  2. Describe the record clearly enough for the team to identify it. State the right involved and why access is needed.
  3. Include your contact details, the form of access you need and any authority to act for another person.
  4. Contact GCC using the details below, address the request to the Information Officer and use the subject “PAIA: request for access to a record”.

The team may request appropriate identity verification. Do not send unrelated sensitive documents.

Responses and fees

PAIA generally requires a decision within 30 days of receipt of a compliant request, with extensions allowed in specified circumstances. Prescribed fees may apply. The response should explain the decision and any applicable fees or further steps.

Submitting a request does not automatically entitle you to another person’s information or to records protected by the Act.

If access is refused or no response is received

You may have a right to complain to the Information Regulator or seek a court remedy. Check the applicable requirements and time limits in the Regulator’s PAIA guidance. Its guidance includes Form 5 for complaints.

For access to your own personal information, also see our POPIA notice.
